The forward joined Rovers in 2011 from Newell Old Boys but has enjoyed only limited success during his spell in England.
Formica, who played for Palermo on loan in the second half of last season, leaves Ewood Park having scored just five goals in 55 games.
Neither club have revealed how much the deal taking Formica to Mexico has cost.
