Host nation Brazil are automatically seeded despite being 11th in the rankings, meaning the joint-eighth teams Holland and Italy miss out on a top seed.
However, the Netherlands could still be ranked among the top eight going into the tournament if Uruguay fail to qualify from their playoff.
Holders Spain, Germany, Argentina and Belgium make up the top seeds, meaning that none of them can be drawn in the same group as each other.
