The Canucks, who were narrowly defeated by Italy on Saturday, take on a France team who can secure a quarter-final berth with a victory.
Nick Blevins takes the place of the injured Conor Braid at inside centre, as Phil Mack begins at scrum-half and Aaron Carpenter starts at hooker in place of Ray Barkwill.
Three back-row changes see Richard Thorpe and Kyle Gilmour take their places on the flanks, while Brett Beukeboom lines out at second row alongside Jamie Cudmore for the Pool D fixture.
