However, until the Blues are prepared to meet Leverkusen's asking price, the possibility remains for another team to enter the race for the 21-year-old's signature.
According to the Manchester Evening News, United are contemplating whether to renew their interest in the playmaker.
Although Chelsea are said to have already agreed personal terms, United would be able to match the contract offered by the West Londoners.

Ousmane Dembele is another player who has previously been linked with a transfer to Man United.
While the France international has only made a mixed impact at Barcelona since his arrival in 2017, the winger remains highly regarded at the majority of European clubs.
Aware that the 23-year-old is available for transfer this summer, ESPN claims that United have made contact with the La Liga runners-up.
However, given the player's injury record, it is suggested that club officials would only be prepared to agree to a season-long loan deal with an obligation to buy.
Dembele has not made a competitive appearance for Barcelona since November 27.
