The 29-year-old, whose current contract at St Andrew's expires in the summer, has travelled to Greece to undergo a medical with Apollon.
Ambrose joined Birmingham from Crystal Palace for a fee of £250,000 in July 2012.
He has made just 10 first-team appearances for the Blues.
