According to The Sun, City are eyeing a £5m move for Columbus Crew stopper Steffen, who has been scouted on a number of occasions by the Premier League champions.
The 23-year-old, who is a six-time USA international, started his professional career with German club Freiburg before returning to the United States.
Steffen has kept 10 clean sheets in his last 29 MLS appearances for Columbus Crew.
