The 22-year-old worked with new Spurs manager Andre Villas-Boas while the Portuguese boss was in charge at Stamford Bridge.
The White Hart Lane club could now test the waters with a £5m offer for the England international, according to the Daily Mail.
The forward recently revealed that his health had improved after he received treatment for viral meningitis.
Despite being struck by the illness earlier this week, Sturridge hopes to be fit in time to feature for Team GB at the Olympic Games.
