Burnley almost took an early lead when Jake Kean hit a backpass straight into Sam Vokes, with the ball cannoning off his body and going just wide of the post.
The home side were dominating and Kean was tested twice in quick succession when Scott Arfield's low shot was pushed away to Danny Ings, whose volley was beaten out by the keeper.
Ten minutes before the break Blackburn had their best chance of the game when Tom Cairney saw his shot saved by Tom Heaton.
